Question 6 attempt rule

Can someone please explain me the 6 attempt rule, somehow i dont understand the bulletin

You are allowed to take any step (Step 1, CK, or CS) for six times. You can not take the seventh attempt.

However, in reality, if you fail any step component three times or more, your chances of getting into residency are very very small.

but i had paid for one exam, didnt give it will that be counted
