Question What exactly does 2013 match means???

do i need to finish step 2 cs before december 31st in order to apply for residency next year...i am not done with step 1 and step 2 ck yet....my step 2 cs date is on january 14th.....

Residency matches starts by 1- 15 th sept. every year.
So try to get all your step results, LORs, ECFMG certificate before 1 st sept.

I am done with step 1 and ck. I have CS in december. May I apply for 2013 match? I'm an IMG, GC holder, and already finished residency in my home country.

Technically speaking yes you can but your chances are very low because you will be a late applicant.

Match 2013 means; ERAS application starts in September 2012, interviews in the last quarter of 2012, NRMP ranking in February 2013, Match results in March 2013.

Thank you Step taker a lot. I got it. I just want to give a try. I will search and apply for few remote community hospital's program. I was already a specialist in my country and I afraid to lose more years. It is very hard to sit idle here in US after being a consultant in my country.
May I ask you one more q plz- I do not have any Lors with me now. I have a little time observership in US clinic. I have certificates that I had presented my research work in many international conferences. May I use my certificate of residency that i have completed already in my country and those certificates from conferences as LORs?
I appreciate your valuable suggestions.

Ok i thought you want to apply for 2013 match which means 2014 residency but if you are trying for 2013 residency. I think its too late and you also don't have your CS results and ECFMG certificate.
If you can consider applying 2013 residency match then you have plenty of time. You can finish your CS and then get quality of USCE. It will increase your matching chances.

Just like what koolkiller88 told you, utilize the extra time you have to get more USCE and US LoRs to get ready for the 2014 match which starts in September 2013.
No, you can't use your certificates as LoR. An LoR must be an LoR.
Also, an LoR written by a US doc is much more powerful than a non-US LoR.
