Probability apply residency after many years of step 1...

Does it makes any difference if we apply for residency after a couple of years of steps... like if i do USMLE steps now and then apply now but if i do not get residency then wait for 6-7 years to get green card(due to sponsorship) then there may be better chances...?
now my questions are ,,

1)can we apply many times?
2)can we apply for many years or after many years?
3)Does Green Card makes any difference on old USMLE Steps?

Yes. You can apply many times.

Yes. Once you are ECFMG certified you can apply as many years after that as you want.

Yes. Green Card will have an advantage.

However, I would strongly recommend against this approach for two reasons:

1) being old grad has more negative impact on your application than the positive impact of the green card.
2) Program directors would say "why this guy applying now after all those years of USMLE?" ... "ahha .. he failed the match all those years" ... let's filter him out
