I think dressing more formally woudn't hurt if everyone else is casual-formal whereas dressing casual would definitely hurt if everyone else is formal!

business casual. no tie.

you dont wanna go eat pizza or bbq wearing tie. not unless your dining at a formal resto, then a tie would be nice. (which most residents don't like bringing applicnts there, usually they bring us to lay back, casual resto)

but then if you feel like wearing a tie, its still ok, no hard rule.

No tie. Slacks with a nice shirt and perhaps a sports jacket to have a bit more class than everyone else. Or even dark jeans with a nice shirt and a sports jacket.

The dinner has nothing to do with you getting ranked or not. Its just for you to get to know more about the residents and ask them questions. Also its an opportunity to have great food. So don't spoil it all by wearing a tie or a suit. Just dress in a semi-formal way. A shirt with khakis would be fine. Jeans could be fine too, unless they are tattooed all over, or torn. Most of the residents there would be dressed as casual. So your semi-formals would not look odd.

also, if ever the residents grabbed a beer or wine, grab one too... trust me, it helps.
