Your question implies that as readers to your inquiry, we understand what each program entitles or how it's faculty/residents/staff attitudes stand in your heart. No one can tell you how to rank, just rank based on your feeling/where you'd like to be while keeping in mind how you stood on interview date. The interview is everything, not your scores nor your letters. Your scores, letters, transcript granted you an interview and your performance in the end is what counts.
One advice, as a 3x Match participant (just prematched), rank according to what you like, not after analyzing mathematically where you'd better be off -- remember, your opinion is biased, again, just follow your true sentiment.
Sometimes as an IMG one can wonder, "wth, as an IMG, I would be fine anywhere", but really amalgamate all decisions factors obviously incorporating what you felt, how you feel you were seen, the friendships you've made during interview, etc.. do NOT go through it mathimatically i.e oh, NY has 40 positions, Chicago has 2, let me rank NY first because chicago only has 2.
