Question What is the meaning of partially matched?

Hi friends !!!

I was reading about SOAP on ECHO news. It says that SOAP is for people who are unmatched or partially matched. What does this term "partially matched" mean??? Any idea?

The meaning of partially matched is if you matched into an advanced program and did not match into a preliminary program or if you matched into a preliminary program and did not match into an advanced program. Fully matched means you matched into full training (all the training you need).
