You can try for it but make sure that you have all your results before September so that you are ECFMG certified when applying. Having half your results out, or not being certified would decrease your chances of getting more interviews.
If you apply on September 2013, you will be 2 years post grad at applying and 3 years post grad at the start of residency. Getting an extra year won't harm you that much, if you build up your CV with USCE or research and get great letters from them.

Yes rushing through the exams would be detrimental if it compromises your scores. Scores are the mot important thing and they stay with your for life. So you have to try your best. You can do the first exam and see how much time it takes you. And then reassess your strategy for the next one, and whether you want to go for this year or the next year.
The YOG is best if it is within 1 year. Since it is not in your case, 2 years or 3 years post grad won't make much of a difference. Most of the programs have 5 yrs post grad limit. Very few have 1 year post grad limit.
For USCE. You can still pick up USCE during your time here in the US and through the interviews.

There are many more factors that must be considered.

After graduating from medical school in 2011 did you start:
- Internship/Core/Elective rotations?
- Residency Program?

When did you complete the 1 month of USCE and what type was it?
(mm/yy and observership/research/or hands-on)

What type of LORs from US physicians have you secured?
(observership/research/or hands-on)

Im trying to determine if you have any significant gaps?

Best - Victor

Yes, you can. But recommended for all. It all depends on ones competitiveness and work completed.
