USCE is essential to any application, regardless of which specialty it is. IM, Peds, Psych, and FM have been more favorable to IMGs than the other specialties. That doesn't mean the other ones are not possible - this is usually where the debate starts about whether applicants should try and pursue these fields or if it is a futile effort. I won't get into that, but I'm sure everyone can agree that most IMGs match into the specialties I mentioned above. I didn't get "high" scores myself (assuming high = in the 250/260 range) so I cannot comment on that issue. I would assume programs are looking for well rounded applicants, but that is just my perception of things.

i think USCE is an optional and is needed only to raise the CV BUT NOT AN ESSENTIAL step for matching. AM I right or not??

I guess I tie in USCE with getting letters of recommendations. I've been told that unless they are a big name in the field or have connections at programs, foreign letters aren't taken with as much weight as those from doctors in the United States. I would assume it is hard to get letters of recommendations here without some sort of USCE to give a platform for the letter to be written about.
