I believe you need three letters of recommendation. It is not the number of exams that you have finished that dictate the number of recommendations you need.

How many US LORs are good?

I have done around three US electives and have two good US letters from them.

I am done with my cs and have a decent step 1 score.

since I will be applying this year should I look for more clinical experience and hence more letters or not?

You can upload as many LORs as you want, but you can only assign a maximum of 4 per application, which will be helpful if you have many LORs from different specialties and will be applying to more than one field.

Hope this helps.

There is a four letter cap per program. I suggest that one letter should be from your home institution (dept. chair or whatever specialty you are applying too).
