Calendar Can I apply this year?

HI everyone,
I am an img from India. Year of graduation : 2009 ( March)
giving step 1 in June 2013.
I want an to know if i can apply to match this year coz if i apply in 2014 it wd b 5 years from my graduation and i would have less option available.
i will take 1 and half month for prep of cs n 4 months for step 2 Ck. no US clinical experience. i have completed Diploma child health in india last year.
If i can apply this year , then in which order i should take other steps and what should be my deadline?
if anyone can answer me it would really be very helpful

It is preferrable that you are already ecfmg certified (passed step 1, 2ck, 2cs) by september 15.

i have heard people apply late in november. so is there any way?
