Default J1 visa programs

Hi guys,
Need ur advise. Short pre-story - I'm originally from the country where there is no chance to get statement of need due to f...ing specifics of political direction.
So, here is the question.... Is there any sense to apply for programs that support J1 but there is no info about H1? And in case of getting IV ask for possibilities to get H1. Or it is just wasting of money? What do u think? Many thanks!!!

waste of money, apply to programs that offer H1-B visa.
are you from Nepal or China
