Mail HOW to write a letter / email to the Residency Program Coordinator?

This is a mailing etiquette and word choice question.
English is not my first language, even in my first language I don't know how to write a letter requesting for information about clinical experience or observership availability.
I've had problems in the past because I end up being too nonchalant, humorous and casual too early.
Please help me, you are my only hope !

Dear Mrs.XXXXXX

I am interested to know if I could please do an Observership in your department at your institution. Every since I was little I wanted to be a Doctor in USA, and by having this Clinical Experience I can have the United States health care experience I need in order to fulfill a very important criteria in residency interview selection. I also want to gain experience first hand about your program. My marks are XXX step 1, XXX step 2. I have attached my Resume for your consideration. If you give me this opportunity I promise to give it my all.

This is the kind of stuff we tend to take for granted and when you lest expect it it's the only mistake that kept you from getting a match, personal experience.

As a heads up, everyone who decides to use this letter, try to personalize it in their own way. It wouldn't be a good thing if two people used this letter and applied to the same hospital.

Basically I wanted to know if I could start with something like "Dear Dr...."
and end with something like "Sincerely, me"
I'm thankful for the response but I wasn't going to write I wanted to work in the USA since I was a kid, even if true.

is it better to email the PD? or any of the faculty in the concerned dept?

is there a difference between emailing either?

dont just email the PD or coordinator , email EVERYONE(residents, interns, attendings) in the department, noone is gonna hand you anything that easily, so i suggest you go in HARD(All-in) or go HOME.
