Program Directors Whom to contact in the program?

Since I am planning to apply for residency, I would like to contact the programs in order to make a full list of the hospitals where I have the most possibility of being matched. For this reason, I am searching Frieda Online. My question is that who should be contacted in order to know whether or not we should apply for their program in ERAS, the program director or the person listed as "Person to Contact for More Information about the Program"?

Use FREIDA to create a list of residency programs for yourself. Then visit the website of these residency program for more detailed information on their residency selection criteria and application requirements.

Also, make sure to research rules and regulations regarding directly contacting residency programs to avoid being disqualified from their programs or the match.

Default You can, but come up with good reason

Generally speaking, you contact the Program Coordinator (PC).

Avoid contacting the Program Director (PD). Unless in very few exceptions like for example if the PD has emailed you before or something like.

Also, in general, programs do not like to be contacted and they say that in their website and they only want you to apply via ERAS and that's it.

Therefore, if you really want to contact them, I would suggest that you come up with a good reason to call them. For example, a criteria that is not mentioned in their website, be very specific, not just saying "Do you take IMGs, or do you take over 5 years grads, ...etc"

If I wrote to program directors asking about volunteer research opportunities will that count against me?

Why is it wrong to ask " Do you take IMGs? Or do you take over 5 year graduates? " if it is not in their website?

"Do you take IMGs" is kind of non-professional and prejudice statement and also thousands of others have asked it before and so they will usually either don't like it or ignore it.
Moreover, I can't imaging that there's a residency website in which they don't mention (we accept IMGs and here's the application guidelines). So when you ask them, they'll say "it's in the website".

"Do you take over 5 years graduate" is also very generic. It's better than the previous question but still quite monotonous.

See the point here, is to get their attention. The more specific and sophisticated your question is the more likely they'll pay attention to you and respect you.
