Default LOR's- waived vs non-waived

I have started getting my LOR's together and so far there hasn't been any problems. However, I am having difficulty with the doctors agreeing to uploading the letters themselves. Most of them are swamped or don't have the know-how of to upload the letters to ERAS. I keep hearing waived letters are better. However, I don't know if I should spend time struggling with them to try to upload it themselves. 3-4 letters are from the Chief or the department head. All of them are very good letters. Would that off-set the fact that none of my letters are waived?

Any input/suggestions are welcome. Thank you.
