Help Desperate for an advice

Guys i want to make the most important decision of my life. i have always read the threads on various forums and they have been so good. you guys have really helped a lot of people , please help me too in making this decision.
My credentials
2010 graduate
IMG
Step 1 : 224 1st attempt
Step 2: 209 1st attempt
CS: Twice failed and yet to clear
USCE: none

I have not hidden any thing from you. I just want your opinion now. please give me a clear answer not a one which would increase my ambiguity. I can follow one of the below i.e
1st Plan ( if i want to extract something out of US):
1. I should find a research and get the research doctorate.
2. I should try for a green card ( i know most of the guys would have understood my point , dont get me wrong i am just discussing it with you guys)
3. Hope so i get paid somewhere during my research and give my CS & step 3 during the research
4. Do at least 3 months of externships
4. When i have fulfilled the required credentials apply for the match preferably in Family Medicine and Psychiatry
2nd Plan:
Quit the quest for residency and should return to my home country and think of something else as my research + green card are not enough to clear the stigma of having low scores + 2 CS attempts + being an old graduate at the time of applying for the match. Further more there are too many " IFs and BUTs " in 1st plan.
PLEASE GUYS BE CLEAR IN YOUR ADVICE. YOUR ADVICE WOULD HELP ME IN MAKING THE MOST CRUCIAL DECISION OF MY LIFE TILL DATE AND I CAN'T THANK YOU IN WORDS FOR THAT

its a hard decision to make, considering you have come so far. i would have to say, looking at your profile, the major thing missing is USCE,

i dont think anyone can tell you for sure regarding what you have to do. you have to make up your mind taking into perspective a lot of things:resources, funding, family support, contacts, most importantly the way you feel about the whole process. it seems to me that you are overwhelmed right now. take a break and start over. im sure you will find a way out.

goodluck!

Adding to what maverick said, which is a pretty darn good advice, analyze all that and while you are in the U.S do this:

Get USCE as an externship or Observership in a family practice and/or psychiatry practice. I have seen from previous match seasons that most family medicine residencies require USCE of 1 year because they dont like people using them as a second step to get into residency.. If you really want to risk everything then go with option 1.

You are already in the U.S and you want to apply for 2 residencies that arent that hard to get into if you show enough enthusiasm and passion about them.
The green card + research + an awesome score on step 3 can help you a lot, you will be filtered out by a lot of programs no question about it.. but you will get your fair share of chances.

Also if you continue down this path, programs will see your perseverance and that you arent a quitter, and they also like that.

Like the Nike commercial... JUST DO IT
