Question Apply without CK Scores

Can someone apply for 2014 match, sending application 15 of September without results form usmle 2 CK and full certification from ECFMG?
I have results for Step 1 and 2CS.

Yes you can, most programs ask for the ECFMG certificate by the time of interview, but you have to keep in mind as an IMG you will be more competitive if you are certified (with good scores) by the time of application.
