Question Be eligible "the state of Texas"

"Be eligible for subsequent licensure in the state of Texas"

Most programs in Texas have this criterion to apply for residency. Can someone shed some information about it. How to become eligible for licensure in the state. Is it like PTAL letter in Cali, that you need to get in Texas before residency application ??
