Question Safe Number of Programs To Apply For?

Hello everyone! I am going to be participating in the 2014 match and will be applying to both GS and IM programs. I have a few questions and would really appreciate any kind of meaningful and honest input!

My scores are good, but I have no USCEs/US LoRs/publications.
I do have a year of internship experience in my home country - not that it really matters.

Step 1: 262
Step 2 CK: 273
Step 2 CS: results awaited (hope I don't jinx it with this post!)

My questions:

Assuming I pass the CS in the first attempt, am I reasonable in giving GS a shot?

What's a safe number of programs to apply to for each specialty?

Without any USCEs etc, should I bother applying to university programs?

Will giving step 3 boost my application?

I am not an exceptional candidate, and I know my lack of publications/USCE is a major drawback. I am hoping my scores will at least get me a few interviews. For those who want to know why I am applying to two different specialties: I love GS, but I would be reasonably happy doing IM. With either specialty, I ultimately plan to do a fellowship in critical care --> love those complicated management plans.

Apply where you wont and to specialty you love (including university programs) ! Great scores, high IQ, young and ready to work hard, good asset to many programs. Do not do internal medicine, just because it is easier to match for IMG.
