Listening Not applying this year

Hi,
I failed the CIS portion of step2 cs (yeah the geniuses who are the SPs have a phd in psychology so they have the license to rate our communication skills, fail us and totally derail our careers ....that's how it works folks)
I probably won't get a CS date in time for most programs deadlines. But unfortunately I had already purchased the ERAS token and finalized a letter writer and the letter writer has sent the letter to eras post office. My question is whether I 'll be considered a repeat applicant in next years cycle even if I do NOT apply to any
My second question is whether to try and pass cs before December and apply anyways (YOG 2008, step1-221,step2-231, 4 months USCE) even though it will be really late
OR
Wait it out, apply next yr with step3 and a better cv (more USCE), visa is not an issue.
My last question is whether it would be worthwhile to apply with a failed cs (I hate saying that and I hate myself for failing this stupid exam...aaaargh)
Any advice would be much appreciated....

Longs you do not submit to a program you will be considered 1st applicant next year if you hold off.
