Hi.. Is it ok to select both tracks? Would PD think that I have no clear decision?

Do you mean Preliminary instead of Primary?

No. Primary. Some programs have primary, categorical and preliminary tracks. I wont apply for preliminary but I'm not sure if I should select both primary and categorical.

Good question.
I came across quite a few of these programs using Freida (through the internal medicine filter) and then you select that program in myERAS and you're only given the option of primary care internal medicine residency track. I'm not sure what the deal is with them as the information on the program websites have been poor in those cases.

In any event, I stayed clear of them due to the ambiguity.
