My husband is fellow now and asked secretary from his ex program when and for how long do they download the applications. she said that she is downloading +/- 3 weeks from the opening date. she piles up about 1000+ (out of 9000 they receive annually) applications for 10 or so spots and send pool of invites. if somebody cancels or is no show she dips into her 1000-pool.
I'd suggest you apply ASAP. But maybe other programs have different approach.
