Question Late applicants

When do program directors consider you "ECFMG certified" with a "complete application"?

1- The day you pass all your required USMLE exams?

or

2- When your OASIS account is updated to certified?

or

3- When you get the actual certificate in the mail?

Personally, I'm pretty sure it's 1 or 2. But this is being brought up alot in the forum so I figured I'd ask about it.

You become ecfmg certified a few days after you pass step1+step2ck+step2CS, regardless of which order you do those exams in. You get the certificate in mail in 3-5 days if you live in the US, a few more days over seas. Ideally, if you are not certified before Sept 15, you want to notify the programs of your ECFMG certification and try to be certified a couple of weeks before Rank Order List due date which was in late February this year.
