Question responsible for obtaining governmental authorization

" Residents who are not US citizens are responsible for obtaining governmental authorization to work in our program and are expected to pay all expenses associated with obtaining such authorization,expect those expenses for which the insitution is legally required to pay. "

I came across this in a program's IMG application requirement....
can anyone clarify what does this mean? does this mean that this program doesnt sponsor J1 or H1 visa?

It is saying that if they do support J1 and H1B, don't assume the hospital will pay for the entire thing, they will only pay for what is required of them with respect to the law.

It is best to call and ask the program as this is a point which cannot be tolerated with confusion. It must be crystal clear.
