Hey..as far as I know, the general surgery residency in India is not recognized in USA. In fact, the person will be considered an old medical school graduate. So, I think having a MS from India hardly makes any difference.
Now, as an International Medical graduate - you will typically need very high scores on both steps (250+) and good amount of research(publications), US Clinical experience with strong US letters of recommendation.

However, you can still pursue "Non ACGME" accredited fellowships - these are relatively easier to get, but still require you to take all usmle steps. I know somebody who has completed MS in India and did a non ACGME fellowship in Laparoscopic surgery in USA. But the downside is other than the hospital in which you do the fellowship, no other hospital will be willing to hire you. Surgeons who do this kind of fellowship usually return back to the home country.

Guys - feel free to correct me if my facts are wrong.
