Question Am I eligible for SOAP?

SOAP requires applicants to be fully or partially unmatched. So what if I don't submit a rank list due to zero interviews, does that make me an "unmatched" applicant?

obviously, bc without interviews you cannot match through regular season

Partially matched means applicant matched to preliminary and didn't match to advanced program or vice versa. Those applicants are SOAP allegeable.
