Question Can one match without US LoR + USCE?

hey guys
what if you don't have the time/money to go to the states for USCE and get a US LoR, will ur scores + home country LoRs be enough to match? Or is USCE crucial and a must? I mean what if you apply 1st of september and don't match because of lack of USCE and then you apply again next year I heard PDs don't like ppl who re-apply after being unmatched? So is it just better to do USCE to be safe?
thanks

Dear Steptaker,
Is it ok if I only apply to one place for an elective? How many places should I send my application to , to be safe? I actually have one university in mind and I'm hoping they will accept me. So can I just send my application to one place? Thanks

Question

Do electives and externships outside USA add any value or benefit for my application ? Or are they useless and of no value ?
