I disagree B1/B2 visa for electives denied

I am a final year medical student from pakistan. I have been accepted for 2 month elective rotations for March and April 2015. I had my visa interview on the 22nd of september at US embassy Islamabad.

The VO was a female and took my interview for about 5 minutes. Asked the general questions like why do you want to go? where will you live? will you get paid? when will you graduate? what do you want to become? who will pay for the trip? I answered all the questions. She asked why are you applying under b1/b2? I showed her my acceptance letter and said that it is the university's requirement. And then she asked that If I have my electives in March 2015. why am I applying so early? I said many people apply early because visa processing can take time. She then started reading my acceptance letters and kept on typing on the computer. And to my surprise, in the end, she said I cant give you the visa right now. You have applied very early And said If suppose I give you a short 3 month visa, it will expire before the start of your electives your chances are pretty good and I have made my notesnot sure what that meant) but, not today, i cant give you the visa today. I would suggest that you should apply a month or two before your travel
After that she gave me my passport back with the refusal form stating "failure to establish ties"
What kind of an absurd reason is that to deny a visa? She clearly didnt want to issue a 5 year visa. But applying early is no reason to deny a visa.
What should I do now? When should I reapply and what changes should I make?

Default You shouldn't have given up

A friend of mine had the same situation as urs and he kept asking why i am rejected, and introduced many papers to support his case, and he got a visa till March 31st, anyway u should apply again

When did your friend apply again? i mean after how many months? And what visa did he get? A Short term or 5 year M? I don't know when to apply again.

H applied less than 2 months later and got a short term one as i told u, till March 31

surely you will get a visa..dont worry just apply in the month of december.and do not change any of ur statement or ur document

I applied at louisville. Tried at Kansas too but I was late :/ They have their seats filled for the whole year.

Does Louiseville require step 1 score as well???
And does it accept students only from the affiliated univ???
