Let me keep this short. Some people will tell you that you can apply for PTAL without SSN and when u match, get a visa, apply for SSN and complete the process. That's not possible. Cali programs will not even look at your application without a PTAL (so forget about the chances of matching unless you have contacts)
Also you do not get a SSN with J1 research visa as you will not be earning anything. If you do find a research poistion willing to pay you (close to impossible for fresh IMG without research experience), the amplications of J1 visa come with it.
