Passport US Visa After Step 1 Only

Greetings All,
Pardon me if my question sounds silly, but I was wondering if someone could get a US visa after step 1 only? and what kinda visa will be that, and after getting the visa if someone doesn't wanna come back home and wants to stay and work in the USA (no matter could get into residency or not) i just need to support my family and wanna go to USA. any good suggestion will be grateful.

No, you do not need Step 1 to apply for US visa. If you want to work there you have to find a person/ company ready to give you a job and sponsor your work visa (H1).
Otherwise you can enter US on a Visitor Visa (B1/B2) for your CS but you can't stay for more than 6 months and you can't work legally.

can IMG waiting for CS result or match in US get any kind of job related to medicine? I mean is it possible or legal??

Not unless you have a work visa, you cannot do any kind of work, medical/ non medical.

I can't help you with that. I know about the regulations but I don't know about the opportunities.
