Unhappy J1 visa surety bonds & gazetted officers for statement of need

Hello everyone. Im a J1 PGY5 in the US and in a critical situation where Im having trouble getting my statement of need renewed. Ive never had a problem with this before but am in this situation now due to a obscene new law requiring surety bonds co-signed by a gazetted officer of the indian govt. Do you know where my family or I could locate a gazetted officer to sign off on the surety bond? My family lives in Mumbai.

Also- am I correct in understanding the surety bond requires me (or my parents in India) to seek out a gazetted officer to co-sign or can this be done in some other way where I do not need to seek out a gazetted officer?

Has anyone encountered a similar situation?

Default Statement of need

I'm pretty much in a similar situation. Currently doing my second year of fellowship and the Govt has come up with this requirement that of the 2 people required to be sureties for the bond, one of them has to be a gazetted officer. It is one of the most ridiculous requirement that they have come up with. It is nothing but another way to harass people. Anyways, when I called the ministry to see if there is an alternative as I do not know of any gazetted officer who would be stupid enough to do this unless he or she is a close relative, the answer I got was " that is your headache and you have to deal with it and there is no other way". Luckily for me, a relative of my wife who is a a Vet. in a govt hospital agreed to be the second surety. And it has been three weeks since I sent my bond appears and they have still not issued the SON.

So good luck dealing with them.

Default J-1 surety bond

Hi Dr. Pooj and Heartily,

Did you guys get your statement of need yet? I am a PGY-5 as well and just realized I will need to do another fellowship for next year. I only heard about this whole new Statement of Need guidelines yesterday and am clueless about the whole thing. Can any of you guide me if you have been through the process? Will really appreciate it since I am so late in the game.
- How long did it take for you to obtain it after you submitted it to Nirman Bhawan? Do you know the contact person there? There are no contact person name on the website!!
- If you guys filled it while in US, any special instructions before I take it for attestation at the embassy?
- Would you know if breaking the bond just means paying the money? And at what time can you tell them you are breaking the bond since the waiver paperwork will start while we are still in fellowship.

Thanks so much if you are able to help. Maybe we should keep in touch since an year later we will all be in the same situation with the waiver!

Default Similar condition

Dear fellow fellows,
Another pgy5 in same situation and switching programs for a new fellowship, can you please share the experience in India (unable to find a gazzeted officer) and timeline as you guys know I am also caught with just 8 weeks remaining in current academic year. any help will be appreciated, email or phone conversation will be appreciated.. I can share my embassy experience with any one here is US.

Also I like the idea of forming a group as we will be in same pool again next year when processing waivers.

Also I dont know for sure but you also likely went through similar feelings of wanting to challenge this foolish legislation when through this for at least this year, I am all for challenging this in judicial system in India (after JUly) as this is discriminatory to physicians pursuing residencies and fellowships just on J1 does not apply to anyone alse, I think its worth a try..
please share experience and feelings and possible union against stupid guidelines and requirements.
