Stop Copyright Infringement

I just came across the following website, and it startled the heck out of me.

The article implies that the unintentional usage of copyrighted material on Scribd for instance is illegal, as unintentional copyright infringement is still a criminal offense. I am confused about the issue, because companies such as ebrary allow usage of copyrighted materials in the form of ebooks off the internet for a very nominal membership fee, and the gutenberg project has titles of books which are on sale as copyrighted materials. How serious are the cops prosecuting these crimes? Are we approaching an age where one could get locked up without fully understanding the law?
