Certificate LORs from US trained physicians in home country

Does anyone know if we get LORs from US trained doctors who are not currenlty practicing in US then do they carry any wight? and how much compared to getting those from US based consultants?

Any further tips about this?

If I were to rank the LoRs starting from the best, I'd say

1) LoRs from US physicians currently practicing in USA
2) LoRs from US physicians currently practicing outside USA
3) LoRs from non-US physicians
