Default can someone tell me about Global Clinical Observer Program?

it is in cleveland clinic.
they write in their page the requirements needed
i want to understand two things
1-ecfmg certified?what does it mean?actually i have step 1 and ck and still going to take cs on 7 may?so am i ecfmg certified?
2-ERAS applications presented as supporting documents to this program are not accepted. Candidates who submit ERAS applications will automatically be disqualified!actually i dont understand this completely
is it a good chance and will boost me up if i involve in such program?
and if i apply will they accept me or it is overcrowded?
help plz
