The process varies depending on where you stay. In India criminal background check involves obtaining a police clearance certificate or PCC which states that there were no criminal cases against you. You need to go to the passport seva Kendra in your city of residence and apply for PCC or directly visit the office of a superintendent of police who can start the process for application of PCC.

Depends on what the university requires. The university I applied for electives needed a certificate from my medical college that they have in their records a police clearance certificate stating I have no criminal records. So after taking the police clearance certificate, I had taken a criminal background certificate using the PCC as proof from my college. But if the university just says criminal background check then a PCC should be more than enough.
