yeah pretty much everywhere except in some very very few places where they accept students if dean writes the student is fluent enough to manage his/her work in english..but pretty much everywhere toefl ibt is a must

Yes! Toefl is to see how good you are at English. So YES! but some universities waive it if the language of teaching in your college was English. Ask the university!
