Default Do I need USCE?

For those that have any info....please help.

Ok. So I know that USCE is pretty much necessary in addition to scores and all of the other stuff to land a spot.

My major issue (which is driving me crazy these days disabling me from studying and focusing) is that I really really want to do UW, USMLE RX and Kaplan qbank for step 1 starting as of next month (October).

However, since most (if not all) observership opportunities require at least Step 1 score, I won't have that ready until lets suppose February.

By February, how much chance do I have to actually apply and get an observer and LOR's before applying in Sept 2013?

Is USCE really that necessary? Can I get USCE after applying in Sept 2013 but before Match date? I'm a US citizen, and I'm pretty confident that I can do well with regards to scores and I don't think I mind paying for an observership fee (i'll just put it on a credit card and pay later )...

But I'm just really concerned because I may not have any USCE by application time and as consequence to that, no LOR's from US Dr's.

Please help.. .....
