Default in which cities in USA can ifind observership/hands on positions easier?

which cities are better for finding observership /hands on for an IMG ?
i mean we know California is not ok with that.but where else must i plan to come because i m currently outside of USA and need a view for choosing cities.nice to hear your experiments/informations.
