Question When to enroll in an elective? (MBBS student-India)

Hello fellow IMG's and IMG's-to-be aspiring to achieve their dream residency in the States!

I am a second year MBBS student in India. This forum has been immensely helpful in answering most of my doubts and in providing god-sent advice regarding the steps and the whole rigmarole. Sadly I have still been unable to find a solid answer to this doubt that utterly confuses me,

In view of the new amendment passed by Dr. Ghulam Nabi Azad ( Health Minister), stating rural posting during internship to be compulsory for one year for medical students, making mbbs a course of 6.5 years, What will be the right to time to join an elective program in the US?

To fellow indian/pakistani students and IMG veterans in the US, feel free to drop tips/useful advice in order to reach our goals.
