Default Electives ny for foreign med student

Hey you guys
i'm a 4th yr medical student from us studying in Karachi hoping to do electives in the states preferably NY. I know there are tons of information online about electives and many posts on this topic but it's just too confusing. There is a list of hospitals/medical centers that accepts foreign medical students online but I don't think it has been updated as of yet because a lot of those hospitals are no longer accepting international students. Or they might limit them to schools that have an affiliation with them. In addition many of these hospitals also require you to send them your usmle step 1 scores which i have not yet taken and plan to do so early next year.
One of the reqs for the process is our transcript.There is no cutoff or minimum gpa requirement listed on the websites so in terms of getting into the programs how much is our gpa weighted?
Some of the programs are no longer accepting international students should i email and contact the dotors or program coordinator anyways and see if anything is availabe?
Is it better to do a research elective first and then do clinical rotations afterwards? Does it make a difference?

I'm sorry for such a long post. Any advice or help would be greatly appreciated.
