Default Applying for residency in California from another state

Hi,

I am currently live in Maryland and aiming to apply for the residency this year. I have heard that California has a special rules for applicants from other states. Do you know where I can read more about it? Particularly, I am interested in what should I do to verify my credentials in California? How well in advance should I start the verification process? Do I need to have the certificate (passed step1, step2CK+CS) in hands before starting this process? I would appreciate any information about this matter.

Start your process well in advance - around May 2014. And yes you must have passed step1,2,CS. www.mbc.ca.gov.

Do you know if I can submit all applications in July but get the paper work done later before the match?
