Help Steroid hormone Receptors, where are they? Clarification needed please!

Ok guys I'm kind of confused of how steroid hormones work! do they bind to receptors on the Nucleus? is that their mechanism of action? I mean if we're looking at say Dexamethasone administration for fetal lung development etc...

i think i confused myself looking at FA 2011 where it says that only T3/T4 go to the nuclear receptors! could someone clarify this for me please?
