Default peripheral capillary vasoconstriction

Hi all:

When we have hypothermia, the reason that we have capillary vasoconstriction is because we want to mantain temperature to the main vital organs, right? But kaplan says because in hypothermia we decrease P02(arterial oxygen partial pressure), then we have vasoconstriction.

But this sounds strange to me, because the only vessels in our body that constrict during hypoxemia are in the lung, not periphery. During hypoxemia, if we keep the same temperature, we should have peripheral vasodilation. So i think the main factor is changing in temperature, not PO2. Please help me explain it, thank you.
