ok, this one is like - uh, what is it all about?!

I do not know the answer,

but I know that pain and temperature sensation would decussate almost about at the level where the pain and temperature are applied... Q. tlaks about loss of pain and t. sensation on the left side of the face and right side of the body down from the neck. This would mean that the lesion must be on the ipsilateral (left side)

what else?
Partial paralysis of soft plate, pharynx and larynx on the left side. Vagus (CN X) ! Vagus arises from upper medulla.
So it could be Anterior spinal artery or PICA!

So, left side PICA, answer C) Wallenberg Syndrome.
