Cortisol and protein synthesis

In low blood sugar you have Catecholamines, GH, and Cortisol that act to increase blood sugar. Catecholamines have no affect on proteins, GH causes inc protein synthesis, and Cortisol causes protein break down (from Kaplan physo videos). But in UW it states that there is an increase in liver protein synthesis. Is this because you have increased enzymes for the gluconeogenesis then?
