Default Kidney Failure and PTH

Had a question on Inc PTH. If I secret too much PTH in state of renal failure will have low [Ca2+] due to no 1-alpha hydroxylase or due to kidneys not been able to clear out the free phosphorus which now binds to the free Ca2+, or a combination of both?
