Nope, Answer is actually C

You can remember it as BiG PAM (Pamela is all grown up)

Breast budding, Growth spurt, Pubic hair, Axillary hair and finally Menarche

its confusing but this answer is what many books say ,even if not all sources agree on that

Think about it. It makes sense.

1st Breast Budding (Remember NOT enlargement, that's a biiiiiiig difference), then the growth spurt yes for suuuure. After that comes the pubarche and then the axillary hair (I remember in Uworld CK it said pubic hair then axillary hair.)
