Help Explanation needed in axis HPO

Did anybody notice the arrow indicating GnRH agonists in HPO axis (FA 2011, page 497)? And a sign(+/-) and (-/+) noticed in female hormone control and male hormone control respectively. Can somebody help explain a little bit on this symbol?

Any help is appreciated!
