Default UWorld Says that Glucagon INCREASES Insulin...How can this be? Please help

I was doing a uWorld question and it says that glucagon will INCREASE insulin release

Can someone clear this up?

Is it an error?

No it issnt an error . If glucagon increases glucose in blood what will be the use of that glucose if there isnt some insulin to get some glucose into the cell
