Default Anatomy doubt regarding Spinal cross section and levels

So kaplan tells us that the sacral cross section has a relatively small ventral horn etc. But where exactly are these located?

[Since the lowest 'solid' point of the Spinal Cord is the L1- Conus medullaris, how is it possible to have sacral cross sections?]

sacral segments of spinal cord means ( the segments that functionally gives the sacral nerves ) . IT DOESN'T MEAN the part of spinal cord which is located at the sacrum *since spinal cord ends at L2*
