Stats latency in a study design

Can somebody pz explain the concept of latency in a study design. I find it pretty hard to understand.
Please elaborate with examples.

For example a man has been exposed to a patient with Influencia A virus, and he develops symptoms within a week or so - short latent period in infectious diseases.

Another example - a guy who is drinking heavily and remains drinking over study period of, lets say - 20 years - develops CHF after 10 ears of drinking and starts showing symptoms of it. - Long latent period in chronic diseases.

It is a rapidly developing brunch of modern research, called "survival analysis", so might be easly asked on USMLE.
